Carlisle's Jones Manure Hauling, LLP, has been charged with causing a significant spill that contaminated drinking water in Franklin County. The incident occurred on June 30, 2021, when a hose rupture during the transfer of food processing residuals (FPR) from a truck to a storage pit at Barr Farm in Greencastle led to the spill. FPR consists of organic materials, including waste from animal slaughter, which are typically used as fertilizer. Pennsylvania Attorney General Dave Sunday announced the charges, stating that the owner, Jesse Jones, failed to report the spill to the Department of Environmental Protection (DEP) as required by law. Residents in the area reported a foul odor in their drinking water, describing it as smelling like "dead poultry" and "decomposing animals mixed with chicken manure." The DEP confirmed that the spill had contaminated the local drinking water supply. The case was referred to the Office of the Attorney General in 2023, leading to felony and misdemeanor charges against Jones and his company. Attorney General Sunday emphasized the importance of clean drinking water for all Pennsylvanians and condemned the company's negligence. The Environmental Crimes Section of the OAG will handle the prosecution of this case, reminding the public that all defendants are presumed innocent until proven guilty.
